What EIS is and who runs it
EIS is a state information system managed by the Procurement Monitoring Bureau (Iepirkumu uzraudzības birojs, IUB). It is governed by Cabinet of Ministers (Ministru kabinets, MK) Regulation No. 816 “Public Electronic Procurement Regulations” (Publisko elektronisko iepirkumu noteikumi), as amended on 26 May 2026, with the amendments in force from 29 May.
The State Digital Development Agency (Valsts digitālās attīstības aģentūra, VDAA) hosts the system on its technical infrastructure, registers suppliers and other participants, manages users and provides them with advisory support. EIS consists of four subsystems.
| Subsystem | What it is for |
|---|---|
| e-konkursi (e-competitions) | Running procurements, design contests and procurement procedures in which applications and offers are submitted electronically. This is where suppliers find procurements and submit offers. |
| e-pasūtījumi (e-orders, e-catalogues) | Centralised electronic purchasing of goods and services. The goods and services are listed by the central purchasing body under the framework agreements it has concluded. |
| e-izziņas (e-certificates) | Register data on grounds for exclusion. A supplier can also request an e-certificate about itself. |
| e-izsoles (e-auctions) | The electronic auction subsystem. The closing time of an auction may be extended if offers are placed shortly before it ends. |
Why a supplier should register
You can also browse the list of procurements in the e-konkursi subsystem in guest mode. You need to register and have user roles to follow a specific procurement and submit an offer.
- to submit offers in procurements announced in the e-konkursi subsystem;
- to take part in procurements in the e-pasūtījumi subsystem, including centralised procedures for listing goods and services in the e-catalogues;
- to request an e-certificate about your own company and see in good time what the registers show about it;
- to take part in electronic auctions.
Two ways to register
Online self-registration
Self-registration is available to legal persons registered in Latvia whose representative has the right to represent the company alone, as recorded in the Register of Enterprises (Uzņēmumu reģistrs, UR), and to natural persons. Foreign suppliers and general partnerships cannot self-register.
- 1Open the self-registration page eis.gov.lv/EIS/Registration.aspx and, in the form “Jauna lietotāja pašreģistrācija” (new user self-registration), select “Turpināt” (Continue).
- 2Agree to your data being passed on for authentication and identify yourself with one of the tools offered.
- 3In the form “Piegādātāja pašreģistrācija” (supplier self-registration), state your legal status. If offers will be submitted on behalf of a company, choose legal person and enter its single registration number.
- 4Fill in the mandatory fields (marked with *). If the administrator also wants to log in through the Latvija.lv single sign-on, tick this in the field “Administratora papildus autentifikācijas veids” (administrator’s additional authentication method).
- 5Select “Reģistrēt dalībnieku” (Register participant). You will receive the username, password and code card at the email address given in the form.
Registration with forms
If self-registration is not possible, for example for a foreign company, a general partnership or a company without sole representation rights, submit two forms to VDAA: the EIS participant registration application with the authorisation of the initial administrator, and the initial administrator’s declaration. The forms are available in the EIS section “Reģistrācijas informācija” (registration information).
You can submit the forms on paper or signed with a qualified electronic signature, sending them to pasts@vdaa.gov.lv or to VDAA’s official e-address. If the forms are completed without errors, the participant is registered within three working days.
Authentication
Since 1 February 2024, EIS users identify themselves with qualified or high-assurance electronic identification means, or with multi-factor identification means issued by VDAA (paragraphs 8 and 84 of Regulation No. 816). The EIS login window offers these methods:
- eParaksts;
- Smart-ID;
- EIS username, password and code card;
- Latvija.lv single sign-on.
eID cards issued in other EU countries
You can authenticate with an electronic identification card issued in another EU member state through the Latvija.lv option “Other EU countries” (eIDAS). The first time, you must link this method to your EIS profile by entering your username, password and a code from the code card.
User roles and permissions
What a user can do in EIS depends on the roles assigned to them. Roles are assigned by the supplier’s administrator. The administrator’s username consists of the participant code followed by “admin”, for example AUTO123_admin; the same code will appear in the usernames of everyone in your organisation.
- Create one user profile per person and give it all the roles that person needs.
- EIS recommends at least two administrators, so that one can stand in for the other.
- If a board member signs the offer, they need their own user with the signatory role, so that the signature is attributed to them personally.
- If another company helps prepare the offer, create users for its staff in the profile of the company on whose behalf the offer is submitted.
| Role | What it allows |
|---|---|
| Piegādātāja administrators (supplier administrator) | Creates users, assigns roles, resets passwords and code cards. |
| Piegādātāja piedāvājuma sagatavotājs (supplier offer preparer) | Prepares the offer and attaches files. |
| Piegādātāja vadītājs (supplier manager) | Can submit a signed offer. |
| Piegādātāja paraksttiesīgā persona (supplier authorised signatory) | Signs the offer if named as a signatory in the specific procurement, and can submit it. |
| Piegādātāja izziņas pieprasītājs (supplier certificate requester) | Requests e-certificates about your own company. |
What EIS costs
Paragraph 50 of Regulation No. 816 states that using the e-konkursi subsystem or another online system to submit applications and offers is free of charge for both suppliers and contracting authorities. The EIS registration information mentions no registration fee, and VDAA’s e-ESPD service is also free.
You do not need an electronic signature to sign an offer: EIS provides a built-in system signature that requires no additional software.
How to find and follow procurements
In the e-konkursi procurement search, you can filter by:
- keywords (with or without inflected forms, including phrases);
- contracting authority;
- CPV code (see the CPV codes guide);
- type of procedure and legal basis;
- status and publication date;
- deadline for submitting offers or applications.
Following a procurement
To receive the procurement documents and any amendments to them, mark the procurement with the favourites star. Only users with the required roles can see the star.
EIS is one of several sources; read about the others in the guide Where to find public procurements. Tendera brings together procurements from more than 150 sources, including EIS, and AI compares the procurement information with your company profile.
How to submit an offer in e-konkursi
Until the submission deadline, you can withdraw the offer, correct it and submit it again. The system records the exact submission time and ensures that no one can access the submitted content before the deadline (paragraph 78 of Regulation No. 816).
EIS signs the offer as a whole and does not check whether each file is signed separately. If the procurement regulations require separately signed documents, clarify the requirements with the contracting authority.
In many procedures, you can use the EVIP — the Latvian name for the European Single Procurement Document (ESPD) — as preliminary evidence of qualification; see the ESPD guide. For the full sequence from choosing a procurement to signing the contract, see the guide How to participate in a public procurement.
- 1Make sure your users have the roles they need. Without them, you cannot prepare or submit an offer.
- 2Find the procurement, add it to your favourites and read the documents. Send any questions about the content or format of the documents to the contracting authority.
- 3In the “Daļas” (lots) section, attach the offer files as required by the procurement regulations. Files larger than 15 MB are added through the EIS FTP server; you may need help from IT specialists for this.
- 4In the “Pretendents” (applicant) section, name the signatories of the offer and the signing method: the EIS system signature or a qualified electronic signature.
- 5Start signing. EIS creates a summary archive of all files; depending on the volume, this takes from a few seconds to several hours. You cannot sign or submit until the archive is ready.
- 6If several signatories are named, all of them sign the offer. It is then submitted by a signatory or by a user with the role “Piegādātāja vadītājs”.
- 7Check that the status in the “Piedāvājums” (offer) and “Iesniegšana” (submission) sections is “Iesniegts” (submitted).
Common mistakes
- A natural person is registered, although the offer has to be submitted on behalf of the company.
- No roles are assigned after registration, so the offer preparation buttons or the “Parakstīt piedāvājumu” (sign offer) button are not visible.
- The person who has to sign the offer is not named as a signatory in the specific procurement.
- Signing starts a few minutes before the deadline, although creating the archive for a large offer can take hours.
- The company has only one administrator; if that person is unavailable, no one can reset passwords and code cards.
- No one checks whether the offer status is “Iesniegts” (submitted).
Frequently asked questions
Is EIS registration free of charge?
Regulation No. 816 states that using the e-konkursi subsystem to submit applications and offers is free of charge for suppliers. The EIS registration information mentions no registration fee.
How long does EIS registration take?
Self-registration takes place online, and you receive your login details by email. If you register with forms, VDAA processes correctly completed forms within three working days.
